Hankinnan lyhyt kuvausAGS Programme intends to create concrete opportunities for co-creation, transfer of knowledge and technology, and commercialisation of innovation among the private sector and academia as well as entrepreneurship support institutions. Open innovation workshops will support Zambian start-ups and MSMEs, Finnish lead firms, and both Zambian and Finnish as well as regional learning institutions (cooperation with Southern African Innovation Support (SAIS) Programme II) to co-create innovative products, services and processes that respond to the needs of the Zambian market. The process starts with the identification of real, local challenges faced by Zambian MSMEs. Challenge topics, needs and opportunities may originate from companies, civil society and public organisations. Mixed teams comprising of individuals from companies and universities respond to the identified challenges by ideating, co-creating, prototyping, refining and packaging new solutions. The innovation can be an entirely new product on the market, an adaptation of a product, service, or process in another market, or an innovation to a product on the Zambian market that will increase sales, utility to the consumer, and create meaningful impact for wider development challenges. Innovation workshops/camps also facilitate consortium building around scalable opportunities. For the sake of sustainability, the service provider, Zambian or Finnish, works with the local partners to deliver the co-creation and innovation activities. Zambian innovation actor(s) to develop their own co-creation and innovation model (including university-company interaction) based on the example and practices utilised in the innovation camps. The activities will also support private sector engagement in Finnish-Africa Science Technology and Innovation cooperation. Key elements of the open innovation camps include: - Demonstration driven innovation process: challenge topics originate from Zambian and Finnish companies and public organisations (to create meaningful impact for wider development challenges). Project ideas have industrial, business or societal relevance. Challenge teams are comprised of business staff members, and/or selected university students and researchers and may include civil society (NGO’s). - Neutral facilitation: innovation camp facilitation in cooperation with AGS Programme. Local partner can be engaged to provide premises. - Intellectual Property Rights (IPR) framework: AGS, in cooperation with the Service Provider, will identify a unified and simple framework to handle IPR questions needed to protect the interests of participants and create a favourable atmosphere. Objectives Expected outcomes of the co-creation and innovation activities include concrete demonstration of the developed service or product concept, concept description and business logic rationale for each of the participating businesses. The co-creation teams are expected to continue developing the created concept/product/service and to cooperate with other stakeholders. Expected impact of the activity include: • New products, processes, business models and partnerships created around opportunities and needs, • Enhanced innovation capacity among Zambian MSMEs’ and start-ups, • Business leaders increasingly adopting ambitious, growth-seeking mindsets and moving away from a simple problem-solving mindsets, • Strengthened culture around HEI-business cooperation, • New national, regional (cooperation with SAIS II Programme) and international partnerships between innovation actors identified, • Strengthened co-creation and innovation and HEI/research institute-industry cooperation (R&D collaboration) in the Zambian innovation ecosystem for local partner, and • Strengthened private sector engagement in Finnish-African Science Technology and Innovation cooperation. Scope of work A Service Provider is sought to manage the design and implementation of the innovation challenge, under the guidance of AGS Programme Management Unit (PMU). The key tasks of the selected Service Provider will entail: • Planning and designing the innovation challenge process based on co-creation and innovation models that have been previously tested and proven successful such as Human Centred Design, • Definition of tools and methods, • Supporting the marketing, communication and outreach to attract participants in Zambia and Finland in coordination with AGS, • Implementing calls to attract participants in Finland in coordination with AGS PMU, • Challenge design workshops (2-3 workshops, all together 9 days), • Facilitation of workshops with maximum 15 teams consisting of two or three companies and student or researcher (in Zambia and/or online), • Facilitation of pre-tasks between the workshops, • Involving a local partner(s) (university or other innovation actor): - Supporting the local partner(s) to develop and optimise their co-creation and innovation (including organizing industry collaboration) model and possible coordination within the Zambian innovation and entrepreneurship network (workshop/drafting action plan), and • Designing and implementing the monitoring, evaluation and learning framework in cooperation with AGS PMU. Bidders are expected to outline in their proposal the key strategies, methods, tools and an implementation plan to be used in the implementation of the services. Please share your strategy on how to involve local partner(s) and/or service providers and how to ensure the sustainability of the activity and impact post-AGS intervention. The AGS PMU will carry the responsibility for: • Overall coordination; • Marketing, communication and outreach to attract participants in Zambia in coordination with the service provider; • Implementing calls to attract participants in coordination with the service provider; • Selection of participants; • Participation in selected facilitation components; • Designing and implementing the monitoring, evaluation and learning framework in cooperation with the Service Provider; • Dissemination of knowledge and results of the activity; and • The open innovation workshops/camps will be supported by international expert and local expert. The local partner (identified by SP or AGS programme) will be responsible for: • Providing premises for the workshops; • Event management; • Community support; • Working together with service provider to develop action plan to optimise the industry collaboration model and coordination within the Zambian innovation and entrepreneurship network; and • Implementing the sustainability and exit strategy in partnership with AGS PMU and the Service Provider. Deliverables and reporting The Service Provider is expected to provide the following: i. An inception report 5 days after signing the contract, ii. A validation and needs assessment report including an implementation plan agreed with each innovation workshop team 10 days post the beginning of the innovation workshop/camp, iii. Reports at the end of each activity (i.e. workshop detailing progress by team), iv. Draft Report 10 working days post the end of the implementation time, and v. Final report 10 working days after the receipt of comments from AGS on the draft report. Methodology The methodology of the activity process will be designed in detail by the Bidder. The proposals to these ToRs should outline the key aspects of the methodology. The Service Provider will work and communicate closely with AGS PMU and will report to the AGS Business Partnerships Expert. The service provider is required to submit an inception report including exact work plan with a time schedule and deliverables. The work plan should be elaborated with a time schedule and deliverables in inception report to be submitted by the service provider within 5 days after signing of the contract. Pre-Requisites and experience from the Service Provider The selected Service Provider(s) should encompass the following requirements: • Demonstrated experience and expertise in managing and facilitation co-creation and innovation programmes, • Demonstrated experience with HEI-private sector models (cross-sectoral collaboration between companies and universities or research entities), • Experience in innovation ecosystem approach and operating models proven successful to support private sector-HEI/research organisation collaboration, • Experience working in African countries, • Experience from Finnish innovation ecosystem is an advantage, • Proof of business registration from country of origin and reference from registering authority, • Experience and understanding of the core sectors that AGS is premised on (agribusiness, forestry, renewable energy, circular economy and or mining services) and education and ICT in relation to the previous, • Experience from working with donor funder programmes is considered an advantage, • Experience in activity management and reporting, • Excellent communication, interpersonal and facilitation skills, • Fluency in spoken and written English language, • Ability to write clear reports, • Ability to work within a tight time frame and meet deadlines, and • The key Project Manager(s) should hold a relevant university degree – advanced degrees will be an advantage.
