Hankinnan lyhyt kuvaus	Mandatory minimum requirements: 1. Common requirements for the products: - The product is suitable for the purposes of automatizing searching for economic statistics and other fiscal data (see Annex 1 for reference). - The STF does not need to participate in the development or customization of the system. - Using the system requires no special knowledge or IT skills. The user does not need to have any skills in coding or programming at any stage of using the system. - Using the system is possible via an easy-to-use menu-based user interface. - The system is offered as a Software as a Service solution which can be accessed from the Contracting Authoritys's premises. - The Economic data analysis and database service's installation and operation is based on client-server model (separate server and client software). - The system is accessible through a web browser or an application. Data provided within the system is reviewable through the browser or application. It is not necessary to download any data from the system (unless the client wishes to export it e. g. for xls-format). - The client software supports Windows 10 and 11. Alternatively, if browser based, supported Internet browsers are at the minimum Microsoft Edge and Google Chrome. - The tenderer provides technical and user support for the system and all components included in thereto for the Contracting Authority. - The tenderer delivers the Customer regular security updates for detected vulnerabilities and possible security threats for the Economic data analysis and database service and its components. - The tenderer provides the Contracting Authority a plan how future updates including security vulnerability updates will be handled. - Manufacturer provides technical manuals and architecture documents of the Economic data analysis and database service and all its components to the IT staff of the Contracting Authority. - The tenderer has a service desk service available for contact. - Support and maintenance for the system is guaranteed for minimum of 5 years from the beginning of the contractual term. - The system and the tenderer's services are compliant with the European Union's General Data Protection Regulation (EU) 2016/679, GDPR. - The user interface of the system should work in either Finnish or English. - Each license to the Software Service should permit that several users may access the Software Service at different times, using the same login credentials. 2. Common requirements for the datasets included in the products: 2.A Mandatory data sources to be included (minimum): - Eurostat - European Commission's Directorate General for Economic and Financial Affairs (DG-ECFIN), Ameco Database - European Central Bank Statistical Data Warehouse - OECD - International Monetary Fund IMF - Statistics Finland (Suomen Tilastokeskus) - S&P Global PMI (Purchasing Manager´s Index) - Bloomberg 2.B Mandatory types of data to be included (minimum): - Gross domestic product, including household consumption expenditure, corporations’ fixed capital formation, government consumption expenditure, and net exports of goods and services, exports of goods and services, imports of goods and services, housing prices - Employment and unemployment rates - Inflation rate - Economic Sentiment Index (Eurostat) - Annual national accounts (Kansantalouden tilinpito, Statistics Finland) - Central figures of public finances: at least fiscal deficit, expenditure, debts - ESG data (UN, World bank, OECD data) - Government benchmark bond data (such as 10 year bond, yields) - Bloomberg data bid/ask prices for Finnish government bonds 2.C Data coverage. The data coverage, concerning all data or where applicable, should include following regions. - Nordic Countries - European Union - OECD countries 3. Other requirements concerning the economic data analysis and database service (minimum): - For OECD countries the system offers at least GDP (ESA 2010 sub-items), employment rate, unemployment rate, debt ratio, deficit, and inflation rate. - The system should allow the same repetitive searches to be performed with updating data. The search must work almost in real time and the latest updated version of the data must be available all the time. - The system should contain suitable tools for visualizing information and producing updated data visualizations, for example, making an updated line chart/bar chart with different time series. - It should be possible to expand the system's database at the user's specific request. It should be possible to add a single data series from a publicly available source to the system latest five (5) working days after the Contracting Authority's request (day of request to count as day zero). - Based on a menu, it is possible to perform calculations within the system, e. g. differential equations and indexation. - Based on a menu, it is possible to create and edit graphic figures, tables, and charts within the system and export them to Microsoft Office products (at least MS Excel, Powerpoint, Word, 2011 and later). The most essential features required of the service are related to the coverage of the database and ease of use of the software. Ease of use plays a central role because users may have long breaks from using the software. Regarding ease of use, as a minimum requirement, the software must include a menu-based user interface, which is used with a web browser or via a separate application. The user interface of the system must work in either Finnish or English. In addition, as a minimum requirement, it must be possible to perform menu-based calculations within the user interface (e.g. indexing and differences). As a minimum requirement, it must be possible to create and edit pictures and tables in the user interface on a menu-based basis, and this information produced by the software must be menu-based transferable to Microsoft Excel, Microsoft PowerPoint and Microsoft Word tools. As a minimum requirement, the use of the software or database cannot at any point require the user to master any programming language, even at a basic level (R, Python, SAS, VB, SQL, etc.). Regarding the database, in addition to coverage (see minimum requirements), a clear structure (database classification) and the versatility and ease of use of database-related search functions are required. The data should be as precisely as possible classified by subject area and keywords. The Software Service should allow the same repetitive searches to be performed with updating data quickly and smoothly. The search must work almost in real-time and the latest updated version of the data must be available all the time. The Software Service should contain suitable tools for visualizing information and producing updated data visualizations, for example, making an updated line chart/bar chart with different time series. The Software Service includes support service during the contract period and training service for the introduction and any possible updates, patches, and hotfixes of the Software Service. Each license to the Software Service should permit that several users may access the Software Service at different times, using the same login credentials.
