Hankinnan lyhyt kuvausSEA WATER HEAT RECOVERY SYSTEM Helen Ltd. as the Contracting Authority has been conducting a preliminary feasibility study during 2020-2021 on different alternatives for sea water heat recovery. Drivers for investigation have been Contracting Authority's carbon neutrality goals and decision to mainly replace fossil-based production with non-combustion-based energy sources, such as various waste and environmental heat sources. The purpose of the Sea Water Heat Recovery Project is to enable Helen’s efforts towards carbon neutrality by 2030. The objective is to reduce emissions from energy production and increase the amount of carbon-neutral energy produced with non-combustion-based energy sources, such as various waste and environmental heat sources. The Contracting Authority has launched a Sea Water Heat Recovery Project that concept for year-round district heating production with industrial-sized heat pump plant, a long sea water intake tunnel and a shorter sea water discharge tunnel. The project comprises of two parts: 1. Sea Water Heat Recovery System and 2. Salmisaari Heat Pump Plant. This EU procurement notice focuses on the Sea Water Heat Recovery System, which is preliminary to be commissioned by the year 2029. The project alliance scope covers all necessary work for the full completion of the Sea Water System. The preliminary technical scope covers e.g. process planning and optimization of the Sea Water System part of the Sea Water Heat Recovery Project, construction and excavation (TBM and drill & blast) on urban industrial area in Helsinki as well as tunneling under the Baltic Sea, project management and coordination, procurement as well as design and implementation of the required equipment. PROJECT ALLIANCING Project Alliancing is considered as a project delivery method for Sea Water Heat Recovery System due to the complexity and cooperation requirements of the project. ALLIANCE PARTNER The Contracting Authority's main target in this procurement is to find a first-class project alliance partner with the best preconditions to achieve truly excellent results in an alliance together with the Contracting Authority. The project is implemented as a project alliance where the Contracting Authority and the selected construction company form an alliance, plan and implement the project together and share the risks and opportunities related to the project in accordance with the ”All win – all lose” principle. The alliance partners will together select the expertise needed in the project, such as the engineering consultants, sub-contractors and equipment suppliers (to be approved by the Alliance Management Group), according to the “For the benefit of the project” principle. The alliance partner (construction company) shall have suitable experience in implementing the tunneling project(s) with the TBM method and the drill & blast technique in accordance with the procurement documents. TIME SCHEDULE The Contracting Authority aims to award the winning Service Provider in June 2022 (earliest possible, subject to changes). The Development Phase is estimated to start in September 2022 and Execution Phase in December 2024. COMPETITIVE NEGOTIATED PROCEDURE The chosen procurement method in this procurement is competitive negotiated procedure that is emphasized as workshops, similarly to the Australian alliance model. NDA Contracting Authority advises the Tenderer Candidate to sign and provide the NDA (Appendix 5) already in EU Procurement Notification phase at the earliest convenience to the Tenderer Candidate and preferably latest on 1st of April. The NDA shall be sent via email to [email protected]. The Contracting Authority will then provide appendices subject to NDA, such as Appendix 32 (Helen-Sea_water_tunnel-Design_report-Phase_2-2021-12-20).
