This notice is not a call for tender but a request for information for market dialogue according to section 69 of the Act on Public Procurement and Concession Contracts for entities operating in the water, energy, transport and postal services sectors 1398/2016.The market dialogue does not bind the participating suppliers to submit a tender and, on the other hand, non-participation in the market dialogue does not affect any participation in the tender. No compensation will be paid to suppliers for participating in the market dialogue. REQUEST FOR INFORMATION: ATC PHASE 1 PROJECT Helsinki City Transport, HKL provides comprehensive and environmentally friendly transport services both on the tram lines of the city centre and the metro lines between east and west. HKL maintains the tracks and stations ensuring smooth and safe all year round in demanding Nordic conditions. METKA is a programme set by HKL, City of Espoo, HSL and Länsimetro Oy to ensure sufficient reliability and capacity for the capital region Metro. The main objective of the METKA programme is to ensure the reliability, safety and capacity of the Helsinki metro system in forthcoming years. The metro is the backbone of the east-west axis of public transport in the Helsinki Metropolitan Area, and the number of metro passengers has grown strongly in recent years. From 2010 to 2019, the total number of metro users has increased by about 62% and the peak load of the metro has increased by about 14% since 2012. Most of the growth has come from the opening of the metro west extension. The Matinkylä–Kivenlahti extension that is currently being built is expected to be handed over to the operator in the course of 2023. This ATC phase 1 project is part of the METKA programme, and its goal is to enable 120 second headway and GoA2 level operation with distance-to-go ATP system using continuous radio transmission. HKL does not have a preferred technology solution for ATC e.g. CBTC or ERTMS with AoE, and the suppliers should propose the product that they believe will be most appropriate to meet HKL’s requirements. Preliminary schedule for procurement: - Market dialogue is carried out between Q4/2021 and Q2/2022. - The invitation to tender is expected to be published in 2022 and the whole procurement process is expected to last up to two years. - System is expected to be in operation before 2029. To engage in market dialogue, HKL is asking the potential supplier to reply to this Request for Information and provide replies to the 13 questions presented in chapter 2 of the METKA Supplier Questionnaire. Following the review of responses, HKL will invite the respondents for individual consultations. Please note that your answers will be treated as confidential on behalf of Helsinki City Transport.
