| Hankinnan lyhyt kuvaus | 1. Concept development The aim of this sub-project is to develop a mission-oriented operating model at the concept level and further develop the frame, criteria and elements for the Missions. The focus of the work relies on the development of the concept after the selection of mission themes and mission head. However, a criteria that supports the selection of further mission topics must be created and developed. The scope of assignment includes the following activities: roadmap work for missions, formulation and implementation of roadmap work, data collection and reporting, the use of monitoring and evaluation results as well as change / disruption management. The concept plan should create a basis for more detailed process development and tie the individual processes together. The outcome is a concept-level plan and descriptions that complement it. The value of the subproject concept deveploment is 65,000 €. The work is expected to be carried out between 10/2021(end of the October) and 4/2022. The scope of the procurement is described in more detail in Appendix 1 "Service Description". |

Development of the monitoring, evaluation and learning (MEL) framework The aim of this sub-project is to enable missions and programs to develop their impacts, goal-setting and the related monitoring suitable for continuous evaluation (Business Finland’s strategic goals: https://www.businessfinland.fi/en/for-finnish-customers/strategy). This must be done fully interlinked with the concept of BF missions and process creation to ensure fully integrated solutions supporting leadership, management and development of missions. The procurement should produce an impact logic framework and the related indicators for monitoring missions. The outcome is one general framework and indicator set for missions and one general set for programs. The value of the Subproject impact evaluation framework is 60,000 €. The work is expected to be carried out between 10/2021 (end of the October) and 4/2022. The scope of the procurement is described in more detail in Appendix 1 "Service Description". |
