| Hankinnan lyhyt kuvaus | Finnish Border Guard's Air Patrol Squadron is procuring hourly based engine maintenance services including material for PWC PT6B-37A engines operated on four (4) Leonardo AW119 Koala helicopters. The helicopters are used for border surveillance, SAR missions and fire fighting. The services shall include scheduled and unscheduled maintenance of the engines and accessories, embodiment of Airworthiness Directives and Service Bulletins, loan engines for the duration of the engine shop visits, troubleshooting support, trendmonitoring and other services specified more in detail in this documents and on negotiated procudure phases three (3) and five (5) (see below for the phase descriptions). Procurement objective is long term partnership to increase helicopter availability and predictability of engine maintenance costs. The negotiated elements are the terms and conditions of the agreement and potential additional services. The negotiation procedure shall proceed as following: 1. Candidate applies for participation to the negotiated procedure. 2. Contracting Authority evaluates the candidates based on the prenounced evalutation criterias and selects the candidates accepted to the negotiations. The decision shall be distributed to all candidates. 3. Contracting Authority sends the preliminary Call for Tenders to the selected candidates and requests each Tenderer to submit their preliminary tender. 4. Contracting Authority invites each Tenderer to negotiate on their preliminary tender. Negotion may be multiple, but equal amount for each Tenderer. 5. After negotiations Contracting Authority submits the final and specific Call for Tenders to the Tenderers. 6. Contracting Authority evaluates the compliance of the received tenders, compares them and makes the procurement decision, which is distributed to all Tenderers. 7. Contracting Authority and awarded Tenderer enter into agreement. |
