Hankinnan lyhyt kuvausBackground of the Work: Diversifying functions of Vartius/Lytta border crossing. The Vartius/ Lytta road and rail border crossing is the northernmost railway border crossing between Finland (EU) and Russia. The main freight on railway is iron ore concentrate. Some goods or bulk freight transport is not possible import/export. The result of this work is a list of functions that can and cannot currently be transported across the Vartius / Lytta border cross-ing. The study also provides information on the needs for the development of container traffic. Tasks: type of the activities to be implemented (output) The diversifying will be studied in the three following parts: 1. Freight transport study to enlarge the list of goods that are not possible and are possible currently for import or export across the Vartius/Lytta border crossing - Overview of key regulations and laws in EU, Finland and Russia that affect ex-ports and imports (animal based and non-animal based, other freight) - List of goods which are possible and not possible to transport via Vartius/Lytta (for example animal-based and non-animal based products, vegetables, berries, mushrooms, crab metal, wood and woodchips, other bulk freight transport) - Administrative hindrances for the moment and solutions how to decrease hin-drances - Actions which are needed that import/export is possible in the future - Infrastructure facility needs - Estimation for timetable when import/export is possible - Estimate of how much of the goods in question could be exported / imported in addition of transit traffic via the border crossing point by road and/or rail - Assessment of the economic benefits for the EU, including business opportunities of the Northern Norway, Northern Sweden, Northern Finland, Russia and the Barents region if freight transport at the border crossing point can be developed for those products / goods that are not currently exported / imported across the border 2. Container transport study on per-requisites of launching container transport through Vartius/Lytta BC. - Summary of previous studies and current situation related to container transport (previous estimated amounts per products and goods compared with current situation) including the potential increase of the new material (see point 1 the list which are not currently possible to transport) - Administrative hindrances for the moment and solutions how to decrease hin-drances - Infrastructure facility needs - Economic evaluation and benefits for the EU, including business opportunities of the Northern Norway, Northern Sweden, Northern Finland, Russia and Barents region if container traffic increases through Vartius/Lytta - Assessment of potential industries that could benefit from the development of container traffic through the Vartius / Lytta border crossing point, including ex-ports, imports and transit traffic - Forecast for future container traffic volumes in road and rail transport including exports, imports and transit traffic - General problems of container traffic and how to reduce them (empty contain-ers, connection to ports, etc.) 3. Routes of traffic flows - Current transport routes to east / from east for products and goods that cannot be transported through Vartius including import, export and transit traffic - Impact on transport time if such products and goods could be transported via Vartius, including export, import and transit traffic, eg. from/to northern Nor-way, northern Sweden, northern Finland via Vartius and Russian railways from/to Asia The report contains answers to the above issues and the report will be written in English. The report will be done in written format (word/pdf) and in PowerPoint presentation format. In addition to the online versions, the files must also be in print-quality MS Word, PDF and Pow-erPoint files. Report shall include answers, analysis and impact assessments in written and in pictures, numerically, statistics and maps. The report must present the inputs and sources where the calculations and statistics are based on. The report shall include recommendations and conclusions. The supplier is ready, if necessary, to report on the progress of the work in the implementa-tion phase to the Subscriber and in the steering group of the work package (meetings can be held remotely). The supplier is ready to present the report and results at the project seminar at a separately agreed time. The report must be completed by 18th of June 2021. The Sub-scriber of the report and the project partners own the background material and the results of the report, written material and presentation material collected in the study. Budgeted amount The Project budget has 30 000 EUR reservation for this study. Content of the offer The tender must include a work program setting out the method of implementation for the tasks covered by the call for tenders, the persons appointed to carry out the work program and an estimate of the number of man-days (htp). Offer validity period. Total cost of work (VAT 0%). Travel costs must be specified. Additional work and possible subcontracting must be agreed with the customer in writing in advance. An extract from the trade-, association- or foundation register, a statement of the right to sign, a work program, project staff and a reference list must be sent as an attachment to the offer. The offer must indicate whether a subcontractor is to be used. The Subscriber reserves the right to accept or not to accept the subcontractor. Signature. If the offer does not correspond to the offer request, the offer will be rejected. The Regional Council of Kainuu reserves the right to reject all offers free of charge. Terms of the offer Payment term is 21 days net. Any delay is in line with the default interest rate. Selection criteria The decision will be made 29th of March 2021 in the meeting of Regional Government of Kainuu. The decision will be notified by e-mail. The decision take into account: - Price 30% - Quality 70% In terms of quality, the factors to be assessed are: - Quality of the work program: approach and compliance with the call for proposals (20%) - Quality of the work program: methods used (30 %) - References (specified in the call for tenders) (20%)
