| Hankinnan lyhyt kuvaus | The purpose of the contract is to provide the Finnish courts a recording system, with which testimonies given in oral hearings can be recorded in district courts (both visual and audio recording). Recorded material can then be used in proceedings in courts of appeal and in the Supreme Court, without further need for the parties, witnesses or experts to be heard in person in appellate courts. The objective of the project is to improve the quality of evaluation of evidence presented to the court, enhance the appeals process and reduce costs and other advert effects occurring to the parties and witnesses by reducing the need to have them present during the appeals process. This reform will also accentuate the role of the courts of appeal as controlling bodies for the legality of decisions of the district courts by shifting the emphasis of the proceedings further into the district courts. The reform is part of the Government Programme: “The taking of evidence in judicial proceedings will be centralised into district courts so that testimonies given in district courts will be recorded and used in proceedings in courts of appeal.” The Ministry of Justice has formed a committee to evaluate the effects the reform has on legislation, and the committee is set to produce a report by the end of November 2020. The recording system is to be taken into operation during 2022. |
