Hankinnan lyhyt kuvaus	The objective of this procurement was to obtain a modern, scalable, flexible and mobile solution for electronic monitoring (electronic monitoring system, EMS) for the use of Criminal Sanctions Agency (CSA) e.g. Prison and Probation Service in Finland. According to the Act on Public Procurement and Concession Contracts (L1397/2016) Section 125, a public procurement procedure may be suspended only for real and justifiable reasons. According to the Act on Public Procurement and Concession Contracts (L1397/2016) Section 2 second paragraph, contracting entities shall endeavour to arrange their procurement operations so that procurements can be implemented with optimal economy, quality and orderliness, taking advantage of existing competitive conditions. The contracting entity has estimated that insufficient competition has arisen at the request to participate stage. The procurement procedure was at an early stage and no negotiations have taken place and no tenders have been submitted by the candidates. Based on the legislation, there is a justifiable reason for the suspension of the procurement. Suspending the procurement does not discriminate any candidate. The contracting entity decided to suspend the procurement procedure of the Electronic Monitoring System (EMS) and will publish a new contract notice and invitation to participate.
