Hankinnan lyhyt kuvausBACKGROUND Helsinki Regional Transport Authority (HSL) is the public transport authority in the Helsinki metropolitan area and currently it operates (= has handed over to a traffic operator for the operation) in the commuter rail transport in the Helsinki region 81 commuter trains (Stadler Flirt) procured by Junakalusto Oy as a public procurement. New tracks/routes are being planned and implemented in the metropolitan area (Helsinki region) and the number of passengers is increasing and therefore new trains are needed. TRAINS TO BE PROCURED Annex 1 to the Prior Information Notice describes on pages 5 – 7 the basic requirements for the rolling stock to be procured in order that potential tenderers can assess which trains in their portfolio suit best for the needs of HSL and Junakalusto Oy. REQUEST FOR INFORMATION / QUESTION OF A MARKET CONSULTATION Based on the Prior Information Notice, Junakalusto Oy asks You to provide information about the trains that You have in your portfolio and could propose and in the course of the procurement process offer. Questions are posed in Annex 2 Request for Information regarding new commuter trains for Helsinki region which Junakalusto Oy asks to answer in accordance with the Prior Information Notice. The answers received will be analyzed and and when the procurement process progresses HSL and Junakalusto Oy will inform You about the next steps. Junakalusto Oy asks to send the answers to the questions asked in Annex 2 to the Prior Information Notice no later than on 15.5.2020 at 12:00 to the following e-mail addresses: [email protected] [email protected] No compensation will be paid to the suppliers for answering the Request for Information. Junakalusto Oy also invites You to present your solutions in market dialogue events as per supplier. The events will be arranged as online meetings using MS Teams software in the points in time listed below. Times will be reserved in the registration order within 15.5.2020 at 12:00 by e-mail in the address [email protected]. The times to be reserved are as follows: 25.5.2020 at 13:00 – 15:00 26.5.2020 at 10:00 – 12:00 and 13:00 – 15:00 28.5.2020 at 13:00 – 15:00 29.5.2020 at 10:00 – 12:00 and 13:00 – 15:00 1.6.2020 at 10:00 – 12:00 and 13:00 – 15:00 2.6.2020 at 10:00 – 12:00 and 13:00 – 15:00 3.6.2020 at 10:00 – 12:00 and 13:00 – 15:00 4.6.2020 at 10:00 – 12:00 and 13:00 – 15:00 5.6.2020 at 10:00 – 12:00 The duration of a market dialogue is maximum 2 hours. No compensation will be paid to the suppliers for participating to the market dialogue. The information received by the Request for Information may be used for the preparation of the procurement documents. However, Junakalusto Oy states for the sake of clarity that answering the Request for Information does not mean such a participation in the preparation of the procurement that could prevent the supplier from participating in the actual competitive tendering (please refer to section 70 of the Act on Public Procurement and Concession Contracts of Water and energy Supplies, Transport and Postal Services).
