Hankinnan lyhyt kuvausThe Working Group for Sustainable Consumption and Production (HKP/SPC) of the Nordic Council of Ministers hereby calls for tenders for a project aimed at mapping good examples of how plastics can be used in sustainable development in the Nordic market. HKP/SCP focuses its efforts on initiatives that promote green community development, which include preventing emissions and waste through resource efficiency in consumption and production. The working group shall contribute to the international development within its area of responsibility Background for the project As part of the transition to a circular economy, the need to facilitate material separation, reuse and recycling is increasingly reflected in the design stage. But also that product design should help extend the life of the products, contribute to the ability to repair and upgrade products, and to transfer information about materials in products along the value chain. The project is related to the European Strategy for Plastics in a Circular Economy adopted 16.1.2018. Purpose The purpose of the project is to highlight many good examples of how plastic can be used (in different products) to contribute to sustainable development. As a basis, a survey and analysis of design examples are sought, where plastics contribute to long durability, the possibility of repair, upgrading and recycling. But, also how information about this has been communicated along the value chain. Examples of feedback in the value chain from dismantling and back to the design stage are also interesting in the survey. To gather experience, the project should include analysis of the success factors of the examples and identify obstacles. However, the purpose of the project is not to emphasize that plastic as lightweight material can save energy or that it can protect food in packaging / as packaging material. Target groups The target groups are decision-makers and officials working with sustainable consumption and production and circular economy. Specific target groups are decision-makers and experts working with the implementation of the Ecodesign directive (primarily at Nordic and European level, but also at an international level). The current project's focus relates to area: Prevention of plastic waste and support for design that promotes greater reuse, longer lifetime and recycling. with the associated objective 2: The Nordic programme to reduce the environmental impact of plastic enhances knowledge of how the prevention of plastic waste can be better incorporated into the design phase of specific products, and of how to promote circular business models that support reuse, longer lifetime and recycling. Expected results A survey and analysis of concrete examples where parameters such as longevity, repairability and recyclability have been part of the design of plastic components in electrical and electronic products. For the dissemination of experience, the analysis should include success factors and identified barriers during the design phase. A report compiling the study results in English and a summary of some of the Scandinavian languages. An oral presentation of the completed report at the end of the project. A presentation / images that summarize the results of the project and which can be freely displayed and further developed by third parties, for example for educational purposes. Steering group The HKP/SPC working group will select 3-5 representatives who will act as a steering group for the project. The project should be carried out in close cooperation with the steering group and the first meeting, that must be attended by all the sub-consultants, shall take place within one month after signing the agreement. The contract is signed with the Finnish Environment Institute in Helsinki that hosts the secretariat of HKP. The steering group and the SCP group will give final approval to the results. Tender Deadline for bidding is 16 October 2018 (24.00 hours). The tender must contain a description of how the applicant intends to complete the assignment, a suggested price in DKK for the costs of the consultant's working hours and possible travel, as well as information about the applicant's expertise and experience in ecodesign and Nordic cooperation within the subject area (see "Consultant Selection "below). The project will be conducted in cooperation between at least three Nordic countries or Nordic autonomous regions. Budget The project budget is DKK 300,000 excluding VAT (VAT need not be specified in the tender). This amount includes all costs of the consultant's work including any travel and the cost of publishing the report. The cost of publication is DKK 15,000, which will be deducted from the consultant’s project budget.
