Hankinnan lyhyt kuvausBACKGROUND OF THE PROCUREMENT As part of the RescEU project, the National Emergency Supply Agency (hereinafter "NESA") is preparing the procurement of instruments for chemical detection and identification (solids, liquids, gases) in CBRN situations in the field. Chemical detection and identification can include the following chemical groups: chemical warfare agents (CWA), Toxic Industrial Chemicals (TIC), narcotics, other drugs and explosives. SCOPE OF THE PROCUREMENT Instruments are in five different categories with following estimated minimum quantities: A) Portable gas chromatograph mass spectrometer (GC-MS) (liquids, gases), quantity: 6 or more B) Hand-held Raman Spectrometer (solids, liquids), quantity: 40 or more C) Hand-held FTIR Spectrometer (solids, liquids), quantity: 40 or more D) Hand-held flame spectrometer detector (for example nerve, blister, choking agents), quantity: 40 or more E) Lightweight chemical detector (LCD), warning device (gases), quantity: 180 or more Information about integrated instruments with more than one identification methods from above mentioned categories is also taken into account during planning of the tendering process. The purpose of the RFI is to request more information about available instruments and accessories and their features so that NESA can prepare the scope of the procurement appropriately in the actul invitation to tender. RFI / MARKET DIALOGUE NESA requests that you provide information about the the instruments and accessories available in your product range, which you could propose and offer as the procurement process progresses. NESA asks you to respond to the information requests and questions provided below for each instrument category (A, B, C, D and/or E) that you can offer. If the answer to a question is clearly available in the product brochure you can refer to that document. Answers may be given in English or Finnish language. The documents and responses to the questions below should be sent via email to [email protected] no later than 6th October 2023 at 12:00 PM (UTC +3). #1: Please send brochures, data sheets and available scientific publications and other performance reports of the products. #2: What user actions are required to put the device into operation after storage? How much time do they take? #3: What periodic maintenance actions (daily, weekly, monthly, yearly) by the user does the instrument require a) during active use of the device, b) when the device is stored in stock? How much time does the maintenance take? #4: What periodic maintenance actions are required by the supplier, manufacturer or other special trained personnel? How often? #5: What is the warranty period for the instrument and accessories? #6: Describe what kind of obligatory or optional maintenance/support contracts there are available? #7: How many years is the product support, maintenance, consumables and accessories availability guaranteed? #8: Which chemical substances the instrument can detect? #9: Can the chemical substance library be updated? #10: What is the battery lifespan when the instrument is in active use? How long time does the battery charging take? #11: Are there any optional software or software add-ons for the instrument or external computer? #12: In which languages are the instrument software user interface and user manuals available? Are there quick user guides or video training material available for instrument use and maintenance? #13: What kind of training is available for the instrument users? How long is basic user training? #14: What consumables and accessories are available for the instrument? #15: Are there instrument user references from the defence forces, police or rescue services within the EU/EEA area? #16: What are the estimated delivery times for the instruments from the order date? #17: What are the indicative prices for the instruments, consumables, accessories, additional softwares and trainings? #18: Do you have other comments or concerns regarding the procurement of the instruments (important minimum requirements, standards, comparable features etc.) NESA also invites you to present your solutions in supplier-specific market dialogue sessions. The sessions will be conducted remotely via the MS Teams software on the dates listed below either in Finnish or English. Time slots will be allocated on a first-come, first-served basis. Time slot must be reserved no later than 6th October 2023 at 12:00 PM (UTC+3) through email registration at [email protected]. For the sake of clarity, it is stated that providing answers to the aforementioned questions is a prerequisite for participating in the market dialogue. - Thursday September 7, 2023, from 1:00 PM to 2:00 PM (UTC +3) - Thursday September 7, 2023, from 2:30 PM to 3:30 PM (UTC +3) - Monday September 11, 2023, from 10:00 AM to 11:00 AM (UTC +3) - Monday September 11, 2023, from 12:00 PM to 1:00 PM (UTC +3) - Tuesday September 12, 2023, from 08:00 AM to 09:00 AM (UTC +3) The information obtained through the RFI may be used in the preparation of procurement documents. For clarification, NESA states that responding to the RFI does not constitute participation in procurement preparation that could prevent participation in the actual bidding competition (refer to Section 66 of the Procurement Act).
