Hankinnan lyhyt kuvausBACKGROUND OF THE PROCUREMENT NESA is a central government organisation operating under the Ministry of Economic Affairs and Employment of Finland. It is an expert organisation tasked with carrying out planning and operations related to the maintenance and development of Finland’s security of supply. In the RescEU project, NESA is responsible for the procurement, storage, maintenance, and recycling of designated personal protective equipment, measurement instruments, and support equipment throughout the project (see, for example, https://valtioneuvosto.fi/-/1410869/suomeen-varastoidaan-eu-n-yhteista-pelastus-ja-laakintamateriaalia-hankkeen-arvo-242-miljoonaa-euroa). As part of the RescEU project, HVK is preparing for the procurement of IPIC's. SCOPE OF THE PROCUREMENT The IPIC is primarily used to protect medical personnel or the surrounding interior from secondary patient contamination. The purpose of the RFI is to request more information about available IPIC's and their features so NESA can prepare the scope of the procurement appropriately in the actul invitation to tender. For the sake of clarity it is stated that this procurement does not concern isolation units that allows monitoring and advanced treatment to be performed during transport (for example EpiShuttle). RFI / MARKET DIALOGUE NESA requests that you provide information about the IPIC available in your product range, which you could propose and offer as the procurement process progresses. NESA asks you to deliver a brochure for the IPIC and respond to the questions provided below. The product brochure and responses to the questions below should be sent via email to [email protected] no later than 25th August 2023 at 12:00 PM (UTC +3). Question #1: Please describe the intended use and use cases of the product. Question #2: What are the dimensions of the IPIC (length, width, height, weight)? Question #3: What modes of transportation and equipment is the IPICt suitable for (ambulance, helicopter, etc.)? Question #4: What actions are required to prepare the IPIC for use? Question #5: Is the IPIC compatible only with specific stretchers/platforms, and are there any associated compatibility standards? Question #6: What requirements does the IPIC have regarding the filters used in the product? Question #7: Does the IPIC require stretchers/wheels for transportation and what is the mobility of the IPIC in different terrains? Question #8: In what languages are the IPIC's user manuals available? Question #9: Does the IPIC have a CE marking and/or is it a Medical Device? If not, please explain your rationale of excluding the CE marking? Question #10: Can you provide references for previous deliveries of the IPIC? Question #11: Is there any scientific researches, tests etc. regarding your IPIC? Question #12: Is it possible to modify the IPIC during the manufacturing phase? Question #13: What is the chemical durability of the IPIC and how has it been tested? Question #14: What is the shelf life of the IPIC, and what should be taken into consideration when storing/disposing/recycling the IPIC (in what temperature range can the product be stored and used etc.)? Question #15: What is the IPIC's weather resistance, and what should be considered when using the IPIC in different weather conditions and temperatures? Question #16: What is the availability of spare parts for the IPIC, and does the IPIC require scheduled maintenance if it is not used? Question #17: How and with which substances should the IPIC be decontaminated after use? Question #18: Does the IPIC have temperature control capability? Question #19: What is the indicative delivery time of the offered IPIC from the order? Question #20: What is the indicative price of the offered IPIC? Question #21: Do you have other comments/concerns regarding the procurement of the IPIC (important minimum requirements/standards, comparable features etc.) NESA also invites you to present your solutions in supplier-specific market dialogue sessions. The sessions will be conducted remotely via the MS Teams software on the dates listed below. Time slots will be allocated on a first-come, first-served basis. Time slot must be reserved no later than 25th August 2023 at 12:00 PM (UTC+3) through email registration at [email protected]. For clarification, NESA states that responding to the RFI does not constitute participation in procurement preparation that could prevent participation in the actual bidding competition (refer to Section 66 of the Procurement Act).
