| Hankinnan lyhyt kuvaus | The Managing Authority of the Kolarctic CBC 2014-2020 Programme invites interested parties to submit an offer for performing the ex-post evaluation of the Kolarctic programme. The ex-post evaluation is carried out for the Kolarctic ENI CBC 2014-2020 Programme to provide information for future development of the Programme area, generation of new financing instruments and (co-)financing mechanisms, and elaboration of Barents Region and Cooperation within the Region. The main objective of the evaluation is to provide an overall independent assessment of the Programme implementation and its effectiveness and impacts in the Programme area. The Programme to be evaluated is a cross-border cooperation programme between Finland, Sweden and Norway. The Russian Federation participated in the implementation until March 2022. The ex-post evaluation will be carried out in Finland, Sweden and Norway only. Attached guidelines provide the necessary information for the preparation and submission of offers to perform the ex-post evaluation of the Kolarctic ENI CBC 2014-2020 programme. A separate terms of reference document is provided as an annex to the guidelines. The terms of reference include the key requirements for the foreseen ex-post evaluation. |
