Hankinnan lyhyt kuvausBACKGROUND INFORMATION AND OBJECTIVES The Digital and Population Data Services Agency (DVV) promotes the digitalization of society, secures the availability of data, and provides services for the life events of its customers. DVV employs approximately 1,000 professionals and serves its customers in 36 offices throughout Finland. DVV leads the way, reforms society, and supports citizens in their interaction with public administration. DVV’s aim is to further promote the smooth functioning of Finnish society. Digitalization is one important way to achieve this. DVV produces certificates for citizens, organizations and for social welfare and healthcare sector. Card reader software acts as an interface between the card and operating system and provides a user interface for the end-user. The current card reader software is mPollux Digisign Client from Fujitsu Finland Oy. Amount of valid ID Cards: — Citizen ID Cards: 1 500 000 — ID Cards for social welfare and healthcare workers: 280 000 — ID Cards for organizational use: 100 000 This is Request for information for Card reader software. With this RFI DVV is seeking information on suppliers interested in delivering the products and services described. After the RFI process, DVV is planning to run the tendering process and implement the selected solution by the end of 2024. PRELIMINARY REQUIREMENTS List of preliminary / desired features for card reader software: 1. Supported card platforms Technical definitions: FINEID-specifications: https://dvv.fi/en/fineid-specifications a. Oberthur IAS-ECC (IAS ECC v1.0.1) b. Idemia Ideal Citiz 2.17i ID.me (FINEID S1 v4.0) c. Gemalto MultiApp v3.0 (FINEID S4-1 v3.0) d. Gemalto MultiApp v4.2 (FINEID S4-1 v3.1) e. Thales MultiApp v5.0 (FINEID S4-1 v4.0) Upcoming card platforms: a. Idemia Cosmo X 2. OS Support Microsoft Windows Both 32-bit and 64-bit versions Minimum Windows 10 and 11 also equivalent Windows Server –version supported Windows –installation packages enables automated mass installation (e.g. SCCM) and individual installations. MacOS Minimum three (3) major releases supported (e.g. MacOS 11, 12, 13). Compatibility with recent minor release (e.g. 13.1) must be verified continuously Intel- and Apple Silicone Macs supported Linux Both 32-bit and 64-bit versions RPM- and DEB-packaging (e.g. CentOS and Ubuntu) Alternative support through OpenSC Support for mobile devices (Android and iOS) is a plus. Authentication and signing with SCS protocol using Bluetooth reader, USB reader and NFC interface. Support for ChromeOS is a plus. 3. Functionalities Support for authentication and digital signing: - RSA-key: RSA-PKCS#1 v1.5, RSA-PKCS#1 v2.0 (OAEP), RSA-PKCS#1 v2.1 (PSS) - ECC-key: ECDH, ECDSA - Support for the future PQC-standard algorithms (e.g. Kyber and Dilithium) through development Support for contact and contactless readers, in case of contactless reader PACE support is required. Card reader device, and certificate information presented in user interface. Card activation (PIN1- and PIN2- identification numbers) through separate activation dialogue and activation code. Identification number (PIN1 and PIN2) unlock process performed through activation code. Automated version check/update (configurable on/off) Software includes digital signing functionality: - Support for PAdES-standard compatible PDF-document signing - Support for separately configurable timestamp service - Support for other formats of ETSI standard is a plus - Interoperability with Estonian DigiDoc-software and ASiC-E format is a plus 4. Interfaces PC/SC (all platforms) PKCS#11 (all platforms) DigiSign Toolkit (all platforms) SCS-interface for web-signing, minimum version 1.1 (all interfaces) winscard (Windows) CryptoAPI / CryptoNG (Windows) Cryptoki (Linux) CryptoTokenKit (Mac OS) Windows downloads certificates from the card and transfers them to certificate store where the certificates are available e.g. through CryptoAPI INSTRUCTIONS ON HOW TO RESPOND TO THIS RFI AND DIALOGUE PROCESS We request you to inform us about your interest to participate in this RFI by Monday 20st of February 12:00 CET / 1pm EET by email to [email protected]. Please send the following information and answers to our questions in your response: • General presentation of your company and card reader software • How well your solution meet the requirements presented earlier? • In which locations your organization operates? In which location the product development is made? • How would you organize the service delivery? What kind of resources are needed? • Do you have experience on similar executions? What kind of references does your solution have? • Does the solution have any certificates? If any, what are the certificates? • What kind of special requirements should be taken into account during the tendering process? • Could you provide preliminary pricing model for the solution? • Is it possible to configurate or develop the solution to meet DVV requirements • Are You interested in one-on-one conversations with DVV for more specific technical dialogue? Upon receiving the participation email, DVV will contact the interested participants. DVV reserves the right to invite suppliers for further discussions regarding this RFI to obtain information to necessary extent on market and suppliers providing relevant services, give out information regarding the needs of DVV and to clarify any issues related to the object of the procurement. These one-on-one conversations with interested participants are preliminarily scheduled to be held during March 2023. DVV may use the information it receives during the RFI process for planning and preparation of the actual invitation to tender.
