Hankinnan lyhyt kuvaus	Helsinki Metro Capacity Program market consultation Metropolitan Area Transport Ltd. (MAT) is preparing to increase the capacity and reliability of the Helsinki Metro. The replacement of the current automatic train control system (ATC) has been identified as the key enabler for further development. MAT would like to engage with interested parties who can supply the ATC system according to the project mandate (attached to this notice). By publication of this notice, MAT notifies interested parties with the stated relevant experience (Potential suppliers) that it intends to undertake the following preliminary market consultation activities: - Recorded presentation for information and procurement documents for comments In addition to the information in the attached project mandate document, MAT aims at preparing a recorded presentation for information as well as procurement documents for comments. The presentation outlines, inter alia the intended scope; the procurement documents to be distributed for comments will outline the envisaged contract award criteria (quality as well as price related) and contract documentation (the intended terms and conditions for the contract to be awarded as the outcome of procurement procedure). - Supplier meetings 29 November – 1 December 2022 is earmarked for conducting five separate 2-hour sessions with potential suppliers who book a meeting slot. 2 December is reserved for 6th and 7th meeting in case of great interest. The purpose of the meetings is not negotiation but for Metropolitan Area Transport to gather opinions and statements from the market in relation to commercial-contractual aspects of the intended procurement. The meeting slots scheduled are: 29.11.2022 10:00-12:00 EET 29.11.2022 14:00-16:00 EET 30.11.2022 10:00-12:00 EET 30.11.2022 14:00-16:00 EET 1.12.2022 10:00-12:00 EET How to participate in this market consultation: 1. Request meeting slot and documentation If you wish to receive the presentation and the documentation for comments and meet with Metropolitan Area Transport, please send an email to the address [email protected] and [email protected] no later than 11.11.2022 12:00 EET requesting your individual meeting slot and informing in your email the names and email addresses of participants. In case of overlapping requests, slots will be distributed in the incoming order of the requests. Should any interested parties be considering collaboration with other private sector partners (key sub-contractors/supply chain) then MAT would encourage a combined level of representation at the Supplier meeting. The meetings will be conducted online via Teams. MAT will send a Teams meeting invitation link to the email addresses indicated in the request email. 2. Submit comments Potential suppliers are encouraged to study the documentation and prepare comments for MAT. The purpose of the comments is to give feedback to MAT and highlight possible concerns of commercial-contractual nature. Comments can be submitted via email to the following addresses: [email protected] and [email protected] not later than 21.11.2022 16:00 EET. The submitters will remain anonymous, and comments provided will be treated confidential by Metropolitan Area Transport Ltd. 3. Attend Supplier meeting To present your comments to MAT representatives and confidentially discuss them, please attend your individual online meeting. The notice launching the Market consultation will be published on the official electronic notice board for public procurement in Finland in the address http://www.hankintailmoitukset.fi. The notice is not an invitation to tender but a preliminary market consultation in accordance with the applicable Finnish public procurement law (section 69 of the Act no. 1398/2016, Act on Public Procurement and Concession Contracts for entities operating in the water, energy, transport and postal services sectors). In addition, MAT may dispatch the notice directly to potential suppliers for attention. For the avoidance of doubt, this notice is not intended to be taken as a call for competition, and any subsequent procurement process will be subject to a further contract notice. Parties should note that participation in this preliminary market consultation process is not a prerequisite to participating in any subsequent procurement process nor does lack of participation create an obstacle for taking part in the process. Interested parties should note that MAT accepts no liability for any costs howsoever incurred by interested parties in respect of participating in this process.
