Hankinnan lyhyt kuvausREQUEST FOR INFORMATION Helsinki metro was opened in 1982 and has been gradually extended. The current metro network is 35 km long (20.5 km in tunnels), has 25 stations (16 are underground) and one depot (at Roihupelto). The first phase of the metro’s western extension was opened in 2017 (Ruoholahti to Matinkylä), a further extension (second phase) to the west is currently under final testing from Matinkylä to Kivenlahti and is expected to go into revenue service in 2023. This will add seven km to the line, five new stations (all underground) and a new depot at Sammalvuori (also underground). When the extension becomes operational, the total length of the metro will be 42 km, with 30 stations (21 underground) and two depots (Roihupelto and Sammalvuori). Metropolitan Area Transport Ltd. (hereinafter referred to as “City Transport”) is in the process of planning the delivery of the Project Mandate to increase metro capacity and reliability. As part of the Project, the existing trip stop system will be replaced with a continuous Automatic Train Protection (ATP) signalling system. The train protection system to be procured requires the building of a new radio network for the data transmission between the train and wayside equipment. The radio network is a prerequisite of the future signalling system, and the new radio network needs to cater for its requirements as a minimum. It is also the intention of City Transport to use the radio network in the future to provide service to other metro systems including but not limited to the ones currently in use today. As such, City Transport would be open to solutions and related contracts that take into consideration the overall costs during the whole lifecycle of the system. This is envisaged to be up to 30 years. QUESTIONNAIRE The objective of this Request for information is to seek information from potential suppliers. Therefore, specialized companies/entities are encouraged to fill in a questionnaire accessible via the supplier portal in the address https://tarjouspalvelu.fi and submit the questionnaire at the same address by 14.11.2022 12:00 EET. Questions and Answers Should you wish more information about this Request for information, please submit your questions via the supplier portal in the address https://tarjouspalvelu.fi by 24.10.2022 12:00 EET. Answers to the questions will be provided at the same address. The request for information is carried out for information purposes only and does not form any part of a formal procurement procedure. The replies to the questionnaire will support City Transport in obtaining relevant information on the market and in planning prospective procurement procedures. The replies submitted will be treated confidential on behalf of City Transport. The notice launching the Request for information will be published on the official electronic notice board for public procurement in Finland in the address http://www.hankintailmoitukset.fi, followed by an automatic posting of the same notice on the online version of the Supplement to the Official Journal of the European Union (Tenders Electronic Daily) in the address http://ted.europa.eu. The notice is not an invitation to tender but a preliminary market consultation in accordance with the applicable Finnish public procurement law (section 69 of the Act no. 1398/2016, Act on Public Procurement and Concession Contracts for entities operating in the water, energy, transport and postal services sectors). In addition, City Transport may dispatch the notice and the questionnaire directly to potential suppliers for attention. The market consultation does not bind the participating potential suppliers to submit a tender in prospective tendering procedures and, on the other hand, non-participation in the market consultation does not affect any participation in tendering procedures. No compensation will be paid for preparing the replies to the questionnaire and otherwise participating in the market consultation.
