| Hankinnan lyhyt kuvaus | This is an advance notice involving a survey of the market and potential suppliers. This notice is not a call for tenders. Replying or failing to reply to this advance notice does not preclude participation in any call for tenders. The information given in this notice is preliminary and subject to change as the preparations proceed. The advance notice is not binding in any way. The advance notice includes a request for interested parties to send their contact details by 2nd September 2022 at the latest to [email protected] using the subject “Renewal of Customs Laboratory LIMS system”. According to a preliminary estimate, parties who submitted their contact details will be given the opportunity to present their organisation and product at a meeting (online) with Finnish Customs during week 37 and 38 (the week commencing 12 September 2022 and 19 September 2022). Finnish Customs will send meeting invitations to the interested parties. According to a preliminary estimate, the parties involved in the market dialogue will be invited to participate in a technical dialogue by email in October November 2022. The descriptions given in this notice and the estimated publication date of the contract notice are provisional and indicative, and not binding on the procurement unit of Finnish Customs. The interested parties will not be remunerated for their participation in the market dialogue. A party participating in the market dialogue must take into account the following in relation to the system subject to the call for tenders: Procurement objects, sections subject to the call for tenders 1) New LIMS system (system name: Labbis) A LIMS system to replace Finnish Customs’ current Labvantage LIMS 7 system Including configuration, installation, testing, commissioning, documentation, maintenance and support for the new system version 2) Components of Labbis Implementation, testing, commissioning, documentation in Finnish, maintenance, and support in Finnish for the components listed below: 2.1) Functional entities of the system, adapted to the requirements of the Customs Laboratory: Sampling assignment Sampling and transport of samples Signatures to sampling certificates e.g. signing a decision on a tablet by hand with a pen Logging and reception of samples View for logging samples in the field (users from outside the Customs Laboratory) Method determination Sample preprocessing Sample preparation Measuring instrument analysis Verification of results Research report Signatures e.g. data of a strongly authenticated user directly included in the “signature” Administrative decision Disposal of samples Reagents Control cards Inventory management 2.2) User interfaces in Finnish to the entities list in Section 2.1 as appropriate Browser interface (to be used at a workstation) Mobile interface (to be used with a mobile phone or tablet computer, for example) 2.3) System integrations with external systems soap / xml rest / json 2.4) Measuring instrument integrations with the measuring instruments of the Customs Laboratory Control of the measuring instrument where applicable (e.g. scales) Reading the measuring instrument results 2.5) System communications features Communication between system users External communication 2.6) System reporting features: Internal system reporting (to be realised with LIMS) Reporting from the system database with ETL, for example 2.7) Internal system registers 2.8) System invoicing feature 2.9) System process monitoring 2.10) Optional: ELN Electronic Lab Notebook? A short presentation of the supplier’s on-premise solution during the market dialogue is requested. |
