Hankinnan lyhyt kuvausThe system shall be an ID-based system, i.e. each client/customer will have his/her account (travel account) which collects the client’s travelling and payment information and also, any information on travel subsidies. The development of the ticketing and fare collection system should provide solutions to the following needs: - the public transportation (buses mainly) requires tools and clear administering and displaying of the routes and easy payment solutions, - taxis and alternative means of shared transportation, - needs to allocate the subsidised transportation, especially attached to social and health services, to the travel account - connecting different service applications, such as on-demand transportation, to the system. As a minimum requirement, the system shall cover at least the following functionalities: - an online account-based ticketing solution, - storing the personal, transit and financial information, - allowing multiple ticket sales channels, such as over the mobile phone, webshop, etc. without excessive additional equipment - validating the tickets on boarding and enabling self-service ticket purchases preferably using EMV contactless cards, preselling tickets, collecting payments and clearing, - real-time information on vehicle location, stop departure time forecasts and traffic disruption messages through the website and mobile application and also on public displays (in the vehicle and the stations and stops), - data collection (user interaction, location, time-date information) and processing of data for extracting information on passenger flows, and loads during particular periods, in order to improve traffic operations and meet the needs for passenger transportation demand, statistical purposes and monitoring, - an open application programming interface for commercial utilization. The API shall be well documented and support easy commissioning of the system. The interface will be developed further with commercial actors and provided free of charge for utilisation. The contracting authority expects the candidates to provide innovative perspectives in coordinating the Demand Responsive Transport (DRT) and the ticketing and fare collection system. See the separate appendix for a more detailed description. The Functional Requirements annexed to this invitation and reflecting the requirements above are provided as a draft. The contracting authority reserves the right to make changes to the requirements and options during the negotiation phase of the procurement. The contracting authority is entitled to change the status of a particular requirement, for example from non-mandatory to mandatory. The contract will cover the following products and services: - the provision of software programs and licenses required for the delivery and the operation of the system - the provision of hardware required for the operation of the system - delivery and implementation of the system including further specifications, parameterizing and supplementing (if necessary) of the software, creation of application interfaces - installation of the system to technical platform and vehicles, integration, testing and acceptance procedures, documentation and training of key personnel - software maintenance, - hosting services for the system and database, - technical and user support/help desk services, - further development services (new features, integration to new applications etc.), - training and consultancy services for the contracting authority's personnel. The list above is meant to be a non-exhaustive list of services and activities. Other system-related services may be purchased during the term of the contract.
