Final plans are evaluated later. Submitting draft plans is instructed in the Invitation to Negotiate. Tenderers are invited to provide feedback, comments and suggestions for possible improvements to the Final Invitation to Tender documentation, scope and requirements. If necessary, Finavia may request clarifications on feedback, comments and suggestions in writing (including e-mail). Finavia may invite the Tenderers to several rounds of meetings, if necessary.",
