                "The Ministry of Education and Culture aims to obtain a research on the value base and principles for assessing the quality of early childhood education and care in the Nordic countries (Denmark, Finland, Iceland, Norway and Sweden). In the Nordic countries, no educational objectives have traditionally been set for children in early childhood education and care; instead, objectives have been set for pedagogical activities and for creating a learning environment that promotes children\u2019s learning and wellbeing. Early childhood education and care is seen as an important activity due to its wide range of tasks in society. Participation in early childhood education and care is considered important for the development of children\u2019s social and cognitive skills, among other things. The purpose of the research is to highlight the values and principles that have guided the evaluation of the quality of early childhood education and care in the various Nordic countries, the methods of quality assessment developed in the Nordic countries and the parties responsible for carrying out the evaluation. A further focus is on whether the Nordic countries have a coherent view on assessing the quality of early childhood education and care and how quality assessment is seen to be linked to the quality and development of early childhood education and care, pedagogical practices and the wellbeing, development and learning of children.",

                "The research project  concerns the Nordic approach to evaluation and assessment in early childhood education and care (ECEC). The multi-voiced process of defining ECEC quality and evaluating and assessing it is influenced by a number of parties and viewpoints in the Nordic countries: children, parents, ECEC staff and leaders, researchers, policy-makers, decision-makers and the society in general with its prevailing values.                 "Within this area, the goals of the project are to:",

                "a.\tDescribe the different values and principles of evaluating and assessing the practices and activities in ECEC in the Nordic countries: Denmark, Finland, Iceland, Norway and Sweden in a comparative research, exploring similarities and variations in the Nordic approaches, and",
                "b.\tExplore and analyse why these documented values and principles of evaluation and assessment are developed, and how they contribute to quality and how child evaluation and assessment is intended to affect pedagogical practices and children's well-being, development and learning outcomes in ECEC across the Nordic countries.",

                "Nearly all Nordic countries have recently been revising the curriculum frameworks  and Acts  concerning ECEC. It is therefore timely to be conducting an analysis of the principles and guidelines developed for the pedagogical quality in the Nordic countries. ",

                "The research topics and materials:",
                "Analyze the legislation and steering documents (Education Act, curriculum frameworks and other national steering documents) in each Nordic country and examine whether and how these regulations and documents regulate or guide evaluation and assessment in ECEC, and whether the values and principles for evaluation are specified in these steering documents. ",
                "Analyze and categorize the ways evaluation and assessment is carried out in each Nordic country on the national and local level.",

                "This request for information aims to investigate potential parties that could carry out the research in question. ",

                "A total of EUR 98 800 (excluding VAT) has been allocated for the project, which must cover all project costs and the final report on the project in English.",

                "It is estimated that the implementation of the project will require a workload corresponding to approximately one person-year.",
