"The following describes on general level the planned scope of this procurement regarding aerial survey and analysis of survey data.\n\nThe aerial survey shall be done for around 9300 route km of transmission lines (corresponding 129 000 ha). The voltage levels of transmission lines vary from 110 kV to 400 kV. Number of towers along lines to be surveyed is around 42200.\n\nThe documentation of towers, lines, vegetation and surroundings shall be based on aerial images and Lidar. The delivery shall include orthophotos, inspection images of structures and conductors, general photos of right-of-way and Lidar data classified based on the different objects and land use (eg. ground, forest, fields, buildings, manmade objects, roads, crossing objects).\n\nDifferent kind of analyses based on survey data shall be carried out and results shall be delivered. The analyses both on actual (at the time of flight) and simulated 70 C degrees conductor temperatures are needed. The analyses include\n\u2022\tanalysis of falling trees\n\u2022\tanalysis of too high trees on right-of-way area\n\u2022\tanalysis of clearances to different objects on transmission line area\n\u2022\tcalculations of volumes and different statistical numbers based on the above analyses\n\nThe delivery shall include a software\/application (including all licenses and support) where user can view the survey data (orthophotos, inspection images and Lidar data) in order to do the inspection of transmission line, measure dimensions and distances, view cross-sections and profiles of line, execute the above-mentioned analyses and view the results of analyses.\n\nThere are two types of users:\n\u2022\tbasic users, who view the images, Lidar data and analysis results\n\u2022\tadvanced users, who view the images, Lidar data and analysis results, and execute different kind of analyses.\n\nBasic users are both internal and service provider users. Advanced users are internal users. Different user groups can have different software\/application solution, but the data shall be common for all users.\n\nThe aerial survey, analyses of survey results and delivery of data and results shall be carried out during years 2019 and 2020. The survey can be done using helicopter or drone or combination of both. The Finnish legislation and requirements for drones should be taken into account regarding the project schedule."

"The procurement progresses according to the negotiable method procedure. \n1. Procurement notification (22.5.2019)\n2. Applications to participate in procurement (7.6.2019)\n3. Feasibility pre-qualification for suppliers\n4. Call to negotiations (request for quotation send to pre-qualified suppliers)\n5. Negotiations based on request for quotation\n6. Possibly updated request for quotation\n7. Quotations\n8. Check the order of quotations\n9. Comparison of offers and decision with arguments\n10. Publication of decision\n11. Making the contract\n\nAll pre-qualified suppliers will be called for negotiations. Negotiations start around two weeks after request for quotation has been sent. All companies pre-qualified including subcontractors need to sign non-disclosure agreement before request for quotation can be sent and negotiations can be started. The non-disclosure agreement is in appendix 2. It will be requested to send separately after qualification.\n\nThe target for the whole procurement is to get an optimal system and high quality data and photograph material. In case the target is not fulfilled technically based on negotiations, Fingrid considers updating the request for quotation (phase 6). After the negotiations or updated request for quotation, quotations will be submitted and Fingrid carries out the comparison of quotations and makes a decision with arguments.\n\nFingrid reserves the right to change the process and\/or timetable of the negotiated procedure at its own discretion. The above mentioned procedure is indicative.\n\nThe candidates should be well prepared to the negotiations by reading up the quotation material sent to the candidate before the negotiations. The negotiations may cover the following issues:\n- the objectives of both parties (at the start of negotiation)\n- contents of the procurement (including demonstration of required functionality) and\n- contractual issue.\n\nBefore the quotations are compared, Fingrid will check the compliance with quotation specifications. Tenders that are not compliant with specification shall be excluded from the tender comparison. Compliant tenders will be evalueated in accordance with the criteria indicated in the request for quotation. Fingrid aims to make selection of the Supplier in the middle of July.\n\nFingrid reserves the right not to choose any of the submitted quotations. "
