"Finnish Broadcasting Company, \"Yle\", invites You to take part in a tender competition \"Colour Grading Monitors\".\n\nYle will acquire high quality professional Colour Grading Monitors (hereinafter also \"Monitors\" and\/or \"Products\") for Yle's Colour Grading Unit's needs. The Monitors will be located in Colour Grading Suites and they will be used for professional colour grading purposes. \n\nYle's aims for this procurement, as well as content, scale and minimum requirements for the Monitors in question, are described in more detail in appendices of this document:\n\nAppendix 1 Object of Procurement\nAppendix 2 Purchase Agreement\nAppendix 3 Comparison Description\nAppendix 4 Draft Comparison Table\nAppendix 5 JYSE 2014 Supplies\nAppendix 6 Invoicing Instructions\nAppendix 7 Tech3220 v4.0\n\nNB: The tenderer has to be prepared to deliver the offered Products for testing purposes to Yle's premises on 3rd of May 2019 at 09:00 (AM, Finnish local time) at the latest. Yle will test the Monitors as part of Comparison of tenders. Delivered Monitors may be collected by tenderers from Yle's premises approximately on 8th of May. The Monitors must be factory calibrated before the delivery to Yle.\n\nOn the basis of this competitive tendering Yle will select one tenderer to supply the Monitors needed. An agreement will be made between Yle and the selected tenderer.\n\nThe agreement term will be 12 months. Yle estimates that it will need approximately 3-6 Monitors (Yle\u00b4s non-binding estimate at the moment when the Call for tender is made)."

"THE PROCEDURE\n\nA notice regarding the procurement has been submitted to Hilma portal (www.hankintailmoitukset.fi). The Finnish Act on Public Procurement and Concession Contracts (1397\/2016) shall be complied with in the procurement. The estimated total value of the Agreement will be under the EU threshold value.\n\nThe contract award procedure shall be open procedure - mostly following the 32 \u00a7 of the Finnish Act on Public Procurement and Concession Contracts - however with the following modifications:\n\nThe course of the procedure is following\n1. Yle opens all tenders that are delivered timely\n2. Yle will inspect tenders to make sure they meet all the requirements set for suitability of tenderers and for content of tenders\n3. Yle will compare all tenders that meet the above-mentioned requirements\n\nIn part 3. Yle may\n(i) select the most economically advantageous tender as described in Appendix 3 of the Call for tenders,\nor\n(ii) move into negotiated procedure\n\nYle may move into negotiated procedure for example in following cases:\n(i) no suitable tenders have been received;\n(ii) no tenders can be accepted because of too expensive prices or other reason; or\n(iii) Yle finds it necessary to negotiate on the details of the tenders.\n\nAll tenderers shall be invited to negotiate.\n\nThe aim is to negotiate with the tenderers to improve the call for tenders and to modify new tenders on basis of it.\n\nNegotiations shall take place in Helsinki, Finland. Yle shall give detailed information and agenda of negotiations beforehand. Yle shall treat the tenderers equitably in the negotiations. After the negotiations Yle shall submit the modified Call for tenders. The tenderers shall be given sufficient time to modify and re-submit amended tenders, as appropriate. Yle shall compare the tenders and select the best tender.\n\nAfter the winning tender is selected, Yle shall\n- deliver a contract award decision to tenderers\n- send the winning tenderer a request for certificates and proofs concerning the suitability of a tenderer\n- sign an agreement with the selected tenderer. The Agreement will be formed only by mutually signing a written agreement. The contract award decision cannot be interpret as an agreement document.\n\nSUSPENSION OF THE PROCEDURE\n\nYle may suspend the procurement procedure on real and legitimate reason (The Act on Public Contracts, 1397\/2016, 125 \u00a7).\n\nIf none of the received tenders corresponds to the call for tender as required by Yle or if the circumstances during the competitive tender change in such a way that Yle cannot use the results of the competitive tender, Yle may suspend the contract award procedure, in part or in full.\n\nCOMPENSATIONS WITH RELATION TO THE PROCEDURE\n\nThe tenderers will not be compensated for the making of or submitting the tender nor the demonstration or other kind of participation to this purchasing procedure. All such costs will be borne by the tenderer. \n\nNo compensation shall be paid for tenderers for submitting a tender, giving a presentation or participating in the procedure otherwise. \n\nLANGUAGE OF THE PROCEDURE\n\nEnglish language shall be used.\n\nThe Call for tenders and all other documents are available in English except the agreement is available in Finnish if not agreed otherwise with the tenderer participating the procurement procedure. If tenderer wants to have the documents in other language, the translation will be made and the costs caused by it will be paid by the tenderer itself.\n\nPARALLEL TENDERS \n\nParallel tenders are accepted. Parallel tender means in this case: a tenderer may deliver one or more tenders, concerning for example different brands and\/or models of Monitors.
