"Service provider\u2019s trainers should possess in-depth and up-to-date knowledge of gender theories and concepts, particularly in gender development in the context of developing countries. They should be able to go beyond a purely technical understanding of gender mainstreaming to allow for a real transformative process. Trainers should be flexible and responsive and should be aware that participants may not always share Western values. They should strive to empower participants and guide them in reflective learning and a process of change that is personal to each of them. Trainers should be able to frame their knowledge in the African\/Eritrean context in which participants\u2019 work takes place.\n\nRequired qualifications of the trainer(s): \n\u2022\t5 years of professional experience on similar tasks, from conducting trainings in the field of development cooperation, specifically on gender, international or humanitarian cooperation, research and teaching; \n\u2022\tAcquaintance in Finnish development policy;\n\u2022\tExpertise in education-related development questions, preferably an anthropological perspective; \n\u2022\tAcquaintance of higher education, preferably in the African context;\n\u2022\tFluent in English\n\u2022\tAbility to use variety of participatory methodologies"

"The Service Provider should present the organizational expertise on the demanded area of expertise, including the overall description of current experts in this field of expertise (number of experts, their qualifications and previous experience on the similar tasks).\n\nService provider\u2019s two detailed examples of the similar trainings in the given area of interest (max. 4 pages).\n\nThe Service Provider shall also provide in a proposal submission all relevant information that give evidence of the qualifications to carry out the services. The Service Provider also has to prove to be able to travel in FCA`s operational areas in Eritrea without restrictions.\n\nThe Service Provider whose proposal is accepted shall provide, if so requested by the Contracting Authority, copies of diplomas and employers\u2019 certificates or references proving Service Provider\u2019s education, professional experience and language proficiency.\n\nThe training is a 5 ECTS credits (European Transfer Credits) training and will be delivered in English in Asmara, Eritrea and the Service Provide must have a possibility to admit the ECTS credits.\n\nOrganizational expertise and examples of previous similar trainings will also be used as means to evaluate the proposals and to eventually choose the best offer (meaning comparison criteria).
