"PROCESSING OF TENDERS ",

"The stages of the procedure are as follows: ",

"Contracting authority ",
"1. Opens the tenders ",
"2. Verifies the suitability of the tenderers ",
"3. Verifies the conformance of the tenders to the call for tenders ",
"4. Compares the tenders ",
"5. Makes the procurement decision and informs all tenderers of the decision ",
"6. Makes the agreement with the selected tenderer ",

"The procurement contract is created by the signing of a written contract. ",

"In paragraph 4, the contracting auhtority may: ",

"a) select the best rated tenderer as the winner of the call for tenders, or ",
"b) move to the negotiated procedure ",

"The negotiated procedure may be moved if: ",

"a) no tender fullfils the requirements set out in the call for tenders ",
"b) no tender can be accepted due to too high price or other reason. ",

"All tenderers who have submitted a tender by the deadline and who meets the suitability requirements are invited to the negotiated procedure. The objective of the negotiations is to update the call for tenders so that tenderers selected for the negotiations can submit new tenders based on it. Negotiations shall be conducted equally with all invited tenderers at a time specified by the contracting authority. Following negotiations, the contracting auhthority shall submit an updated call for tenders to all tenderers involved in the negotiations, on the basis of which tenderers submit new tenders. New tenders will be compared according to the criteria described in the new call for tenders and the successful tenderer will be selected on the basis of this comparison. ",
