"1. Background information",
"CommuniCity project organises and launches one hundred pilots during the years 2023\u201324. The first CommuniCity Open Call for Applications will take place between 28 February and 31 March 2023 and will call for up to 17 pilots to be carried out in cooperation with the cities of Amsterdam, Helsinki and Porto. All applicants must present innovative solutions responding to the needs of cities and communities, leveraging digital technologies. The use of Artificial Intelligence and advanced analytics will be considered an added value.",

"2. Nature of the open call",
"As part of the CommuniCity project, Forum Virium Helsinki will be awarding grants for pilot projects to be carried together with the cities of Amsterdam, Helsinki and Porto. The grants will be awarded through a public CommuniCity Open Call for Applications that exceeds the Finnish national threshold value for public procurement. Hence, the public call for grant proposals will be carried out in accordance with the \u201cFinnish Act on Public Procurement and Concession Contracts (1397\/2016)\u201d.",

"3. Who can participate?",
"The CommuniCity Open Call for Applications is open to companies and associations with a valid European business ID as well as to individual citizens. Entities from outside of the European Union can be accepted to participate, but will not be eligible for receiving any funding. The personnel and administration of Forum Virium Helsinki Oy and their interest groups are not allowed to submit applications. ",
"The submission of an application as a consortium (\u2018team\u2019) is allowed. In this case, the team will appoint an organisation from among them to act as the contact party (\u2018Lead Applicant\u2019) for the application. This organisation will also serve as the grant contract party. The granting entity requires the piloting contract to be signed with a single organisation, with the other consortium members (\u2018Piloting Partners\u2019) named in the grant allowed to serve as its subcontractors. "4. Schedule of the application process",
"The deadline for applications is March 31th 2023 at 17:00 CET. Grant applicants are required to fill in a dedicated online form (https:\/\/forumviriumhelsinkioy.my.site.com\/proposalsubmission\/s\/). In addition to this, each applicant can submit one attachment document in a PDF format supporting their application. The evaluation will be carried out by May 3rd 2023, and the pilot projects are expected to begin in May 2023.",

"5. Grant amount",
"The total budget of the grant call is up to EUR 62.500,00. During the first open call round, the total number of grants available for the Helsinki pilots is 5. The maximum amount for a single grant (=grant ceiling) is EUR 12,500.00.",
"Forum Virium Helsinki Oy will not cover any costs or expenses not included in the proposal (e.g., accommodation or travel expenses). The applicant may include complementary funding sources in their budget, but this needs to be acknowledged and justified in the application. The budget must cover the implementation of the pilot in its entirety, including costs resulting from insurance and permits as well as taxes and charges levied by the authorities, for example.",

Many immigrants lack the basic digital skills that are expected by the public authorities. In addition, they do not have the societal skills required to deal with some basic life functions, such as paying bills, registering for child care or reaching medical services.",

"An Expert Jury consisting of 3\u20135 members will score each criterion on a scale from 0 to 5 and half point scores may be given. Proposals evaluated to be of equal value may receive the same score. Each criterion will be evaluated as a whole. There may be weighted and minimum scores.",

"In case two or more applicants receive the same total score, the deciding factor will be the first score of the individual quality criteria in which the proposals differ from each other in the following order: 1) Impact, 2) Implementation quality and efficiency, 3) Excellence, and 4) Co-creation. In case the score is the same in all of the criteria, the decision shall be made by a random electronic selection (drawing of lots).",

"10.\tGrant awarding decision and contract",

"The grant awarding decision is made based on a separate decision issued by Forum Virium Helsinki Oy. The grant awarding decision, its grounds and the associated appeal and rectification instructions will be provided in writing to all Lead Applicants. ",
"A contract with the applicant selected for a pilot grant is only established upon the signing of a Piloting Contract. The grant awarding entity has the right to refuse to establish a contract if it becomes evident, after the issuing of the grant awarding decision, that the applicant does not fulfil the eligibility criteria specified in the call documents. Applicants\u2019 own contract terms will not be accepted and cannot be included in grant proposals.",
"The separate contract between Forum Virium Helsinki Oy and the selected applicant will be signed by 31st May 2023. The pilot project period will also start at that point, lasting for 1\u20135 months.",

"11.\tImplementation of the pilot project",

"The pilot project will be confirmed with a separate Pilot Contract including payment terms. The price of the piloting grant must be indicated exclusive of VAT and will be paid based on an invoice. The grant will be billed in two instalments, the first one after the signing of the piloting contract and the kick-off meeting where the piloting plan is jointly updated and approved, and the second one after the final report of the pilot has been approved by Forum Virium Helsinki. The payment term is defined in the Piloting Contract.",
"The applicant selected for the pilot project will be subject to a separate reporting obligation based on the contract. ",
"Forum Virium Helsinki, the City of Helsinki and its unincorporated enterprises and subsidiaries retain the right to use the pilot project and grant process in their communications. ",

"13.\tGeneral principles of the grant",

"With this open invitation for grant applications, Forum Virium Helsinki Oy seeks to fund 5 pilot projects as described in chapter 6. (The Scope of the Grant)",
"After closing of the CommuniCity Open Call on 31st March, the proposals will be opened and evaluated. Forum Virium Helsinki Oy may request that grant applicants submit, add, clarify or supplement incomplete or incorrect information and documents within a specified period. Applications that do not correspond to the CommuniCity Open Call for Applications, will be excluded from the evaluation.",
"Forum Virium Helsinki Oy treats all the parties participating in the grant applications process and other proposal parties in a non-discriminatory and equal manner, operating transparently and in accordance with the principle of proportionality. After the evaluation, a decision will be issued on the awarding of grants. ",

"In addition, applicants must provide, upon request, certificates and statements of taxes paid and pension insurance premiums and any necessary insurance policies in accordance with the Act on the Contractor\u2019s Obligations and Liability when Work is Contracted Out. This obligation shall remain in effect even after the issuing of the grant awarding decision. ",

"The grant awarding entity reserves the right to decide not to award grants in its original scope due to insufficient proposals or other reasons related to the eligibility of the proposals. The entire grant awarding process may be cancelled if the proposals are considered insufficient in terms of content with regard to the CommuniCity Open Call for Applications. Insufficient applications include, but are not limited to, applications that do not meet the conditions and objectives of the invitation for grant applications. ",

"The grant awarding entity reserves the right to not accept all applications if they are very similar in terms of content. In such a situation, the grant awarding entity may still select other, non-similar proposals even if they had a lower score than the similar proposals excluded from the grant awarding process. ",

"17.\t Rights",
"",
"The subject of the grant is a pilot project without materials or equipment. However, the implementation of the pilot project may require devices or other equipment. The selected applicant shall retain the intellectual property rights to the pilot project as well as the equipment and other assets related to the pilot project. Any intellectual property rights created as a result of the pilot project shall belong to the applicant organisation (\u2018Lead Applicant\u2019).",

"18.\tGrant applicant affirmation",
"",
"The European Union and\/or the UN and\/or Finnish authorities have imposed and may in future impose sanctions through legislation and\/or decisions of their institutions with which the grant awarding entity is obligated to comply. Due to these sanctions and the decisions to freeze funds, the applicant that submitted an application in response to the invitation for grant proposals (hereinafter \u2018the Applicant\u2019) affirms to the grant awarding entity that:",
"a)\tno sanctions referred to above have been imposed on:",
"\u25cf\tthe Applicant;",
"\u25cf\tmembers of the administrative, management or supervisory body of the Applicant or persons exercising control, representation or supervision power of the Applicant;",
"\u25cf\tthe Applicant\u2019s direct or indirect owners;",
"\u25cf\tsubcontractors participating in producing the goods or providing the services under the contract that is the subject of the invitation for grant proposals;",
"\u25cf\tmembers of the administrative, management or supervisory body of such subcontractors or persons exercising control, representation or supervision power of such subcontractors; and",
"\u25cf\tthe direct or indirect owners of such subcontractors;",
"b)\tshould the Applicant\u2019s proposal be accepted, the Applicant shall undertake to immediately notify the grant awarding entity if sanctions are imposed on any of the parties referred to in section (a) during the pilot contract period and to ensure that the Applicant\u2019s activities and the use of the goods produced or services provided by the Applicant and its subcontractors will not violate the aforementioned sanctions during the contract period; and",
